Identify the water body’s domain first. Then confirm filing type, studies, holder, duration and conditions. Under ANA procedures, a preventive grant supports planning but does not authorize use; the right-of-use grant authorizes the operation.

**Example:** a low-flow well is not automatically exempt if state rules require registration or impose daily volume and purpose limits.
