Under normal conditions, with all documents in hand and no complications, the total time to open a CNPJ (company tax ID) in São Paulo ranges from 5 to 15 business days. Low-risk companies with a simple structure (a MEI (individual micro-entrepreneur), for example) can be up and running within a few days. Companies that require special licenses (environmental, sanitary) may take weeks or months.

Timeline by stage — JUCESP
The São Paulo State Board of Trade (JUCESP) is the body responsible for registering companies in the state. It operates within the REDESIM workflow.

For companies that don’t qualify for the automatic workflow (issues with the business name, high share capital, regulated activities), JUCESP carries out a traditional review. In that case, the timeline rises to 5 to 10 business days.
To avoid manual review, pay attention to the points that commonly trigger requirements:
- A business name too similar to one already registered
- A description of the corporate purpose that is too generic or broad
- Share capital incompatible with the declared activity
Timeline by stage — Federal Revenue Service
The CNPJ is issued by the Federal Revenue Service (Receita Federal). The timeline is up to 48 business hours after validation of the request coming from REDESIM. In practice, the CNPJ number usually comes out the same day or the day after registration with the Board of Trade.

Timeline by stage — São Paulo City Hall
The city hall is responsible for the operating permit (alvará). The timeline depends directly on the activity’s risk classification:

Permit with inspection (high risk)
High-risk activities (factories, clinics with overnight stays, event centers, activities with environmental impact) require an on-site inspection. The timeline can reach 30 days or more, depending on inspector availability and the complexity of the inspection.

Municipal registration
Done automatically via REDESIM for service companies. The timeline is integrated into the formation process — it usually doesn’t add extra days if all documents are correct.
State registration
Required for commerce and industry companies. It is also done via REDESIM. The timeline is up to 5 business days after the CNPJ is granted.
How to speed up each stage
Each phase of the process has points where delays tend to happen. Here’s how to avoid them:
At JUCESP
- Check the business name beforehand before starting the process. Use JUCESP’s search system to avoid names already in use.
- Fill in the corporate purpose precisely. A purpose that is too generic (“services in general”) can trigger a requirement.
- Track the process online through the JUCESP portal. If a requirement is raised, respond quickly — the clock only runs when you act.
At the Federal Revenue Service
- The CNPJ is fast. If there’s a delay, it is usually related to an upstream problem (JUCESP or the city hall). Fix the source first.
At the city hall
- A correct address is essential. A residential address requires proof of commercial use of the property (owner’s declaration or a copy of the deed).
